Your absolutely right the petcock on my 98' is poorly designed. The diaphram would fail to release an adequate supply of fuel at the most inappropriate times even though the vacuum remained high. I ran it on prime until I got a new one from a local dealer for 85 bucks. Try it on prime if it runs better then it the petcock for sure.
